A note by the Department of Military Affairs (DMA), headed by Chief of Defense Staff General Bipin Rawat, on a proposed new retirement and annuity strategy has caused genuine acid reflux in the military with signs that the three administrations are not ready. The note, which is doing the rounds via online media, is dated 29 October and looks for a draft Government Sanction Letter for changes in retirement profile and benefits qualifications.

The proposed rules will be pertinent to all identical positions over the three administrations.As proposed in the note, the retirement time of colonels (other than that of the Army Medical Corps and Military Nursing Service) will be expanded to a long time from the current 54 years.

The retirement period of brigadiers is proposed to be expanded to a long time from the current 56 years and that of the significant commanders to 59 years from the current 58 years. No change has been proposed for the lieutenant-general position, which will keep on being 60 years.

The retirement of the Junior Commissioned Officers (JCOs) and Other Ranks (ORs) in the administrations (Logistics, Technical and Medical Branch, including EME, ASC and AOC) has been proposed to be 57 years. ORs as of now resign following 17 years of administration.

Yet, as per the new changes proposed, those taking PMR with 20-25 years of administration will currently be qualified for just 50% of the annuity.

“This means, let us state an official gets Rs 1 lakh as pay at the present time. On the off chance that he takes PMR, his annuity would be Rs 50,000. In any case, under new guidelines, on the off chance that he has served just 20-25 years, at that point he will get an annuity of just Rs 25,000,” a source in the guard foundation said.

Those with 26-30 years of administration will get 60% of the annuity and those with 31-35 years of administration will get 75 percent of the benefits. Just those with over 35 years of administration will get full annuity on the off chance that they take PMR, as per the proposed changes.

While both serving and resigned officials communicated misery over the proposition, sources in the security foundation said the move is pointed toward reducing down the annuity expense.
